This PR adds the "exempt-issue-labels" parameter to the stale check workflow to allow issues with a specific label to be exempted from the stale check.
- Added the "exempt-issue-labels" configuration option with the value "Backlog"
- Updated the daily check workflow YAML to include the new parameter
