Technique 39: Using the CSS reduce-motion query to prevent motion

This text includes the following statement:

The understanding document for Motion Actuation includes links for changing the reduce motion setting.

It is my understanding that the reduce-motion settings for CSS in web as well as prefers-reduced-motion features for apps in devices is primarily for the AAA 2.3.3 Animation from Interaction. Does the statement above indicate that reduce-motion could also be applied to 2.5.4? I'm a bit confused since neither link that is in the 2.5.4 Resources section is about the reduce motion setting.

I think the sentence in question may be intended to state instead,

The understanding document for Animation from Interactions includes links for changing the reduce motion setting.

As Jaimie points out, the Understanding doc for Motion Actuation contains no references to the media query. The Understanding doc for Animation from Interactions contains numerous references:
