Is not being able to perform vertical scrolling an error in 1.4.10 reflow?

No horizontal scrolling occurs. If content can be checked only by vertical scrolling, but scrolling is not possible due to some fixed areas, can this be seen as a failure of SC 1.4.0?

That depends on how 1.4.10 is tested:

• Variant 1: Screen of 1280x1024 px and 400% zoom: Fixed areas hide scrollable content = violation of 1.4.10 ("loss of information").
• Variant 2: Screen of 320 px width, no height defined, so at least no areas above and below cover the scrollable area. In this case only fixed areas on the right and left can cover the scrollable area (and thus violate 1.4.10).
