I seem to recall a discussion a few years back regarding repetition of the same <abbr> being a bad thing (tm). I also do feel that there is no reason for the navigation and primary heading to match precisely.

Indeed. We want to keep the navigation as succinct as feasible. For 'scent' </me wonders if that's the right term... doesn't take the time to look it up> it's good if the first words match. Often we do not use the full page title/H1 in the nav. Tamsin, shall we document that somewhere?

In the secondary navigation, having 'WG' and 'TF' underlined over and over and over again — because of the
abbr
— is cluttering and ugly.I think we won't need that distinction in the nav anyway. It's clear from the page's h1 and title.
