Describe the issue
I am running a workflow that succeeds on other runners, but fails with the arm runner variant.

dnf install --assumeyes --allowerasing gnupg2
/home/runner/work/_temp/090af1f9-7772-4081-9ebf-44c4d7dade88.sh: line 1: dnf: command not found

To Reproduce
Use this step:

name: Install gpg-agent
run: dnf install --assumeyes --allowerasing gnupg2

Expected behavior
The command succeeds using dnf.
